Supreme Court pulls up Centre for not framing Cauvery scheme

New Delhi:  The Supreme Court on Monday, 9^th April 2018 pulled up the Centre for not framing the Cauvery water-sharing scheme by March 29, 2018, the deadline given by the court.

A Bench headed by Chief Justice of India Dipak Misra ordered the Centre to submit a draft of the scheme before the court on May 3.

Attorney General K.K. Venugopal agreed to submit the scheme before the time limit.

“The directions of the Supreme Court should be complied with... surprised that scheme was not framed by you. You are obliged. We passed the judgment after much difficulty,” said Chief Justice Misra.

The apex court also urged the people of Tamil Nadu and Karnataka to maintain calm to allow the court “to put its final stamp on the scheme.”

“ Prove your bonafide to end the inter-State dispute by framing the Cauvery scheme,” said Chief Justice Misra. “Please remember. Our order has to be complied with. Everytime the Supreme Court cannot monitor. That is why we want you to frame the scheme. You file the scheme before us. You better implement our decree.”

On Tamil Nadu’s insistence for the setting up of the Cauvery Management Board, the Chief Justice said, “The statute says ‘scheme.’ Our judgment says ‘scheme.’.

Tamil Nadu’s counsel responded, “But the 'scheme' must ultimately provide for a Board or an implementing authority,”  The Chief Justice agreed to it.

Puducherry: The altercation between Congress and Puducherry’s Lieutenant Governor Kiran Bedi turned ugly on Thursday, 20^th July 2017 as posters portraying the former IPS officer as Adolf Hitler cropped up in the city.

Bedi tweeted the image of the poster, which superimposed Hitler’s trademark toothbrush mustache on her face. She said it was done by the local Congress unit as part of its ‘Condemnation Agitation against the Central government and the Lt Governor for the process of nominating MLAs.’ The tweet was marked by a ‘folded hands’ emoticon.

Earlier in the day, members of the ruling Congress protested against the induction of three nominated members of the BJP to the Puducherry Assembly by the Centre without consulting the territorial government.

Puducherry Chief Minister V Narayanasamy accompanied by PCC chief and PWD Minister A Namassivayam, party MLAs and functionaries participated in the demonstration held at neighbouring Thavalakuppam village.

R K R Anandaraman, the government whip elected from Manavely constituency, told reporters that the demonstration was also to urge the Centre to recall Lt Governor Kiran Bedi for "functioning undemocratically and taking a negative stand in implementing various welfare schemes evolved by the territorial government".



The three leaders were inducted by Bedi as members of the House on the night of July 4 at the Raj Nivas triggering strong protest from the Congress, its alliance partner the DMK, the left parties and the VCK.

A bandh was also observed on July 8 in Puducherry at the instance of these parties to protest against the "undemocratic style of functioning of the Lt Governor and the nomination of three BJP activists by the Centre without adhering to democratic procedures." The parties also sought ouster of Bedi through the bandh and also through a fast on July 7.

The Union home ministry had appointed BJP's Puducherry chief V Saminathan, the party's treasurer K G Shankar and another functionary S Selvaganapathy as nominated legislators of the Puducherry Assembly.
