ನವದೆಹಲಿ: ಪ್ರಕೃತಿ ವಿಕೋಪ ಮತ್ತು ಅಸಮರ್ಪಕ ಮಾರುಕಟ್ಟೆ ವ್ಯವಸ್ಥೆಯಿಂದ ನಿಸ್ತೇಜರಾಗಿರುವ ರೈತರಿಗೆ ಕೇಂದ್ರ ಸರ್ಕಾರ ನೆರವಿನ ಹಸ್ತ ಚಾಚಿದೆ. ಮುಂಗಾರು ಬಿತ್ತನೆಯ ಬೆಳೆಗಳಿಗೆ ಕನಿಷ್ಠ ಬೆಂಬಲ ಬೆಲೆ (ಎಂಎಸ್‌ಪಿ) ಹೆಚ್ಚಿಸುವ ನಿರ್ಧಾರ ಕೈಗೊಂಡಿದೆ. ಕೇಂದ್ರ ಕೃಷಿ ಸಚಿವ ನರೇಂದ್ರ ತೋಮರ್ ನೀಡಿದ ಮಾಹಿತಿ ಪ್ರಕಾರ ೧೪ ಬೆಳೆಗಳಿಗೆ ಶೇ. ೫೦ರಿಂದ ಶೇ. ೮೩ರಷ್ಟು ಬೆಂಬಲ ಬೆಲೆ ಹೆಚ್ಚಳ ಮಾಡಲು ಕೇಂದ್ರ ಸಚಿವ ಸಂಪುಟ 2020 ಜೂನ್ 01ರ ಸೋಮವಾರ ಒಪ್ಪಿಗೆ ನೀಡಿತು.

ಪ್ರಸ್ತತ ಸರ್ಕಾರ ೧ ವರ್ಷದ ಪೂರೈಸಿದ ನಂತರ ಮೊದಲ ಬಾರಿಗೆ ಪ್ರಧಾನಿ ಕರೆದ ಸಂಪುಟ ಸಭೆಯಲ್ಲಿ ರೈತರ ಬೆಳೆಗೆ ಬೆಂಬಲ ಬೆಲೆ ಹೆಚ್ಚಳ ಸೇರಿದಂತೆ ವಿವಿಧ ವಲಯಗಳಲ್ಲಿ ವಿವಿಧ ಕ್ರಮಗಳಿಗೆ ಅನುಮೋದನೆ ನೀಡಲಾಯಿತು.

ಕೃಷಿ ಉತ್ಪನ್ನಗಳ ಮಾರುಕಟ್ಟೆಗೆ ಈಗಿರುವ ಎಪಿಎಂಸಿ ಕಾಯ್ದೆ ಬದಲು ಹೊಸ ಕಾನೂನು ಜಾರಿಗೆ ತರಲು ಇದೇ ವೇಳೆ ಕೇಂದ್ರ ಸರ್ಕಾರ ಚಿಂತಿಸಿತು. ಹಾಗೆಯೇ, ರೈತರು ತಮ್ಮ ಉತ್ಪನ್ನಗಳನ್ನು ಬೇರೆ ರಾಜ್ಯಗಳಲ್ಲಿ ಮಾರಲು  ಅವಕಾಶ ನೀಡುವ ಬಗೆಗೂ ಚಿಂತಿಸಿತು.

ಇದೇ ವೇಳೆ, ಸಂಪುಟ ಸಭೆಯಲ್ಲಿ ಎಂಎಸ್‌ಎಂಇ ವಲಯಗಳಿಗೆ ಬಲ ನೀಡುವ ಕ್ರಮಗಳಿಗೆ ಒಪ್ಪಿಗೆ ನೀಡಲಾಯಿತು. ಸಂಕಷ್ಟದಲ್ಲಿರುವ ಮಧ್ಯಮ ಮತ್ತು ಸಣ್ಣ ಉದ್ಯಮ (ಎಂಎಸ್‌ಎಂಇ)ಗಳಿಗೆ ೨೦ ಸಾವಿರ ಕೋಟಿ ರೂ ಸಬಾರ್ಡಿನೇಟ್ ಸಾಲವನ್ನು ಸಂಪುಟ ಸಭೆಯಲ್ಲಿ ಮಂಜೂರು ಮಾಡಲಾಯಿತು, ಇದರಿಂದ ದೇಶದ ೨ ಲಕ್ಷ ಸಣ್ಣ ಉದ್ಯಮಗಳಿಗೆ ಲಾಭವಾಗುವ ನಿರೀಕ್ಷೆ ಇದೆ.

ಹಾಗೆಯೇ, ಎಂಎಸ್‌ಎಂಇ ವಲಯದ ಮಾನದಂಡವನ್ನೂ ಸ್ವಲ್ಪ ಬದಲಿಸಲಾಯಿತು. ಮಧ್ಯಮ ಮಟ್ಟದ ಉದ್ಯಮಗಳ ವಹಿವಾಟು ಮಿತಿಯನ್ನು ೧೦೦ ಕೋಟಿ ಬದಲಿಗೆ ೨೫೦ ಕೋಟಿ ರೂಪಾಯಿಗೆ ಹೆಚ್ಚಿಸಲಾಗಿದೆ. ಅಂದರೆ, ೨೫೦ ಕೋಟಿಗಿಂತ ಕಡಿಮೆ ವಹಿವಾಟು ಹೊಂದಿರುವ ಕಂಪನಿ ಎಂಎಸ್‌ಎಂಇ ವರ್ಗದಲ್ಲೇ ಉಳಿಯುತ್ತದೆ. ಅದನ್ನು ಬೃಹತ್ ಉದ್ಯಮ ವಲಯಕ್ಕೆ ಸೇರಿಸಲಾಗುವುದಿಲ್ಲ.

Death Penalty to Child Rapists, President nod to Ordinance 

New Delhi: President Ram Nath Kovind on Sunday, 22^nd April 2018 promulgated an ordinance to pave way for providing stringent punishment, including death penalty, for those convicted of raping girls below the age of 12 years.

The Union Cabinet  on Saturday, 21^st April 2018 approved the ordinance to allow courts to award death penalty to those convicted of raping girls under 12 years.
New fast-track courts will be set up to deal with such cases and special forensic kits for rape cases will be given to all police stations and hospitals in the long term, according to the Criminal Law (Amendment) Ordinance 2018.
It stipulates stringent punishment for perpetrators of rape, particularly of girls below 16 and 12 years. Death sentence has been provided for rapists of girls under 12 years, officials said quoting the ordinance.
The minimum punishment in case of rape of women has been increased from rigorous imprisonment of seven years to 10 years, extendable to life imprisonment, they said.
In case of rape of a girl under 16 years, the minimum punishment has been increased from 10 years to 20 years, extendable to imprisonment for rest of life, which means jail term till the convict’s “natural life".
The punishment for gangrape of a girl below 16 years will invariably be imprisonment for the rest of life of the convict, the officials said.
Stringent punishment for rape of a girl under 12 years has been provided with the minimum jail term being 20 years which may go up to life in prison or death sentence, they said.
The Indian Penal Code (IPC), the Evidence Act, the Code of Criminal Procedure (CrPC) and the Protection of Children from Sexual Offences (POCSO) Act will now stand amended.
The measure also provides for speedy investigation and trial. The time limit for investigation of all cases of rape has been prescribed, which has to be mandatorily completed within two months.
The deadline for the completion of trial in all rape cases will be two months, the officials said. A six-month time limit for the disposal of appeals in rape cases has also been prescribed.

New Delhi:  The Union Cabinet meeting chaired by Prime Minister Narendra Modi on Saturday, 21^st April 2018, has approved an ordinance for death penalty to those convicted of raping minors below 12 years of age.

The Union Cabinet has approved an ordinance for death penalty to those convicted of raping minors below 12 years of age. The Protection of Children from Sexual Offences Act (POCSO Act) 2012 would be part of this amendment.

Against the backdrop of outrage over the incidents of rape of minors in Uttar Pradesh's Unnao and Jammu and Kashmir's Kathua, the government plans to bring the ordinance to amend the Protection of Children from Sexual Offences Act.

According to the proposal, those convicted of committing rape on children up to 12 years can also be awarded death penalty. As the POCSO law stands today, the maximum punishment for "aggravated assault" is life in jail. The minimum sentence prescribed is seven years in jail.

As the meeting concludes, Cabinet Ministers including Mukhtar Abbas Naqvi, Uma Bharti, Piyush Goyal,  Smriti Irani, Harshvardhan, Ravi Shankar Prasad, JP Nadda were seen leaving the 7, Lok Kalyan Marg. The emergency cabinet meeting was called in the backdrop of outrage over the incidents of rape of minors in Uttar Pradesh's Unnao and Jammu and Kashmir's Kathua.

NEW DELHI: The government approved an ordinance to amend the Land Acquisition Act to remove barriers in a range of sectors like power, housing and defence to kick-start stalled projects on Monday 28th December 2014.

 Finance minister Arun Jaitley said in press briefing that the five areas were clearance for land for defence purposes, rural infrastructure, affordable housing and housing projects for poor, industrial corridors, and infrastructure or social infrastructure projects, including those in public-private projects in which ownership of land will remain with the government.

While the compensation will remain high as per the act, and rehabilitation and resettlement will be followed, the procedure for acquiring land for these projects will be easier by omitting steps like social impact assessment, impact on food security, and consent of 80 per cent land owners, among other features of the act, said Jaitly.

Restrictions on buying land, under a law championed by the previous Congress-led UPA government, are among barriers holding up projects worth almost $300 billion. Several states had asked Prime Minister Narendra Modi to overhaul the law enacted in January.

As per the changes brought in the ordinance, multi-crop irrigated land can also be acquired for these purposes.

Justifying the government's decision to bring changes in the Act enacted during previous UPA rule, Jaitly said  "Such projects are vital to national security and defence of India including preparation for defence and defence production,"

When asked about the consent clause, Jaitley said "if the land acquisition is for the five purposes, then the consent clause will be exempted".

The earlier Act provided for consent of 70 per cent of land owners whose land is acquired for PPP projects.

Jaitley said there is a mandatory condition for provision of job for those whose land is acquired for industrial corridors.

They will also be exempt from holding a social impact study involving public hearings — procedures that industry executives say can drag out the acquisition process for years.

After Parliament's winter session ended in a logjam on December 23, as the opposition stalled business in Rajya Sabha, the government passed two ordinances to let foreign companies raise their stakes in insurance ventures and allow commercial mining of coal.
